This article analyzes the role and place of the mentality as an informal institution in the institutional structure of the economy based on the methodology of the synthesis of system approach and institutionalism. The author clarified the definition of the category "institution" on the basis of the methodology used and the research methodology of the institute of T. Veblen and W. Hamilton. The definition of the institute at the entity level, according to W. Hamilton, is "a common way of thinking or operation, embodied in the habits of the groups and in the customs of the people", does not contradict the definition of D. North. The definition of D. North considers the category of "institution" in terms of the functioning (development). This approach to the category "institute" allowed the author to consider the mentality, first of all, as an institution, secondly, as the original, informal greatand metainstitute, containing all the genetic information that ensure the social reproduction of a society of this type, as well as the institutional structure of the national economy. The article presents the author's approach to understanding the institutional structure of the national economy as an interconnected unity of mentality, the original national institute of this structure, and related basic and complementary institutions. In general, there was conducted a sequential analysis of the institutional structure of the national economy on the basis of the author's methodology. With these methodological positions the first step of the analysis the institutional structure of the national economy was the disclosure of the contents of the original metaand greatinstitute of mentality in the structural (substrate) aspect and in the aspect of the functioning (development) as a socio-economic genotype. The second stage is the analysis of basic and complementary institutions of this structure in structural and functional aspect (development aspect). In this study, the institutional structure of the national economy dominates the overall analysis of institutions of that structure. The provisions of this article are given in order of the problem statement and need further clarification.

Анализируется роль и место менталитета как неформального института в институциональной структуре экономики на основе методологии, представляющей синтез системного подхода и институционализма. Уточняется определение категории «институт» на основе используемой методологи, а также методологии исследования института Т. Вебленом и У. Гамильтоном. Определение института на уровне сущности, по У. Гамильтону (распространенный способ мышления или действия, запечатленный в привычках групп и в обычаях народа), не противоречит определению института Д. Норта, которое представляет категорию «институт» в аспекте функционирования (развития), если следовать методологии представленного исследования. Этот подход к категории «институт» позволяет рассмотреть менталитет, во-первых, как институт, во-вторых, как исходный, неформальный праи метаинститут, содержащий в себе всю генетическую информацию, обеспечивающую социальное воспроизводство общества данного типа, а также институциональной структуры национальной экономики. Дан авторский подход к пониманию содержания институциональной структуры национальной экономики как взаимосвязанного единства менталитета, исходного института этой национальной структуры, и соответствующих ей базовых и комплементарных институтов. В общем виде проведен последовательный анализ институциональной структуры национальной экономики на основе авторской методологии. С этих методологических позиций первой ступенью анализа институциональной структуры национальной экономики явилось раскрытие содержания исходного метаи праинститута менталитета в структурном (субстратном) аспекте и в аспекте функционирования (развития) как социально-экономического генотипа. Вторая ступень раскрытия содержания институциональной структуры национальной экономики анализ базовых и комплементарных институтов этой структуры в структурном и функциональном аспекте (аспекте развития). В представленном исследовании институциональной структуры национальной экономики преобладает общий анализ институтов этой структуры. Положения статьи даны в порядке постановки проблемы и нуждаются в дальнейшей конкретизации.
