
This article focuses on the transformation of the right to freedom of information into a legal institute and analyzes the existing approaches in relation to this phenomenon. The authors propose to combine the mechanisms of open government with the elements of the constitutional right to truthful and objective information. The article concludes that the mechanisms of open government may become an effective way of realization of the constitutional right to information.
Рассмотрена трансформация права на свободу информации в конституционно -правовой институт, а также существующие подходы к исследованию данного правового явления. Предложено соотношение механизмов открытого государственного управления с отдельными элементами реализации права граждан на информацию. По результатам исследования сделан вывод о перспективности развития форм реализации права на информацию через механизмы открытого управления.
