Abstract

The article considers the emergence of conflict of interests if there are a significant number of stakeholders who have different views regarding strategic development. The author assesses the possibilities of using stakeholder approach in coming up with optimal solutions of strategic sector development. Through the example of Russia’s petroleum refining sector, the author shows the use of this taxation in order to maximise the consolidated returns for all the interested parties.
