The role and the place of the police in the Ministry of the Interior of Russia is considered, as well as the principles of the institutional building of the interior bodies, the composition and the structure of the police force, the problems associated with the delimitation of powers between the heads of territorial interior bodies and police, with the distribution of the number of police personnel in the constituent entities of the Russian Federation, and the prospects for the establishment of municipal police forces.

В статье рассматриваются роль и место полиции в системе МВД России, принципы организационного построения органов внутренних дел, состав и структура полиции, проблемы, связанные с разграничением полномочий между руководителями территориальных органов внутренних дел и полиции, распределением численности полиции по субъектам Российской Федерации, перспективы создания муниципальных сил правопорядка.
