Abstract

Measuring modernization’s levels and phase in each region and the whole country is one of the main task of modernization studies in Russia. The author of this report draws attention to the special instruments which have been developed by the Chinese Academy of Sciences Center for Modernization Research (led by prof. Chuanqui He) and were used for measuring stadies and phases of modernization in 131 countries of the world. The author has adapted these instruments for the specifics of the Russian statistics and used it for measuring of current state and some trends of modernization in the regions of Russia to classify them. The first results of that study are written in this report.
