Программно-целевое управление развитием малого предпринимательства

Abstract

Исследована практика применения на государственном уровне программно-целевого управления развитием малого предпринимательства. Анализ отечественной практики использования программно-целевого механизма в региональной системе государственной поддержки малого предпринимательства строился на материале Омской области. В результате исследования была разработана авторская двухуровневая модель программирования территориального развития малого предпринимательства, позволяющая адресно подходить к потребностям предпринимательства, учитывая специфику внутренней и внешней среды региона. Разработанная модель способствует повышению качества управленческих решений государственных структур в секторе малого предпринимательства.

The practice of using of program-target management for the territorial development of small business at the state level has studied in this article. Analysis of the national practice in using program-target mechanism in the regional system of state support of small business was conducted by the authors on the example of Omsk region. As a result the authors has created two level model of the programming of territorial development of small business which allows purposefully to satisfy the needs of entrepreneurship taking under consideration the specific of internal and external environment of region. The developed model assists improving of managerial decisions of the government in the sphere of small business.
