О СОСТОЯНИИ ЗАКОННОСТИ И ПРАВОПОРЯДКА В БЕЛАРУСИ В КОНТЕКСТЕ РЕВОЛЮЦИОННОГО ОБНОВЛЕНИЯ РОССИЙСКОГО ОБЩЕСТВА В МАРТЕ - ОКТЯБРЕ 1917 ГОДА

Abstract

Статья освещает уровень законности и правопорядка в Беларуси в контексте революционного обновление российского общества в период с марта по октябрь 1917. Дается общая оценка изученности этого вопроса в научных и учебных исторических трудах. Автор уделяет внимание конструктивному взаимодействию между Временным правительством, Петроградским и местными Советами во время создания новых органов власти. Характеризуется состояние законности и правопорядка; объясняются основные причины его ухудшения; автором также отмечается отсутствие антиправительственной деятельности до Октябрьской революции в Беларуси.The article dwells upon low and order situation in Belarus in the context of the Revolutionary renewal of Russian society in the period of March-October 1917. General esti-mation is given to the treatment of this question in scientific and training historical works. The author pays attention to constructive interactions between the Provisional Government, Petrograd and local Soviets during the establishing of new power bodies. Law and order state is characterized; main reasons for its deterioration are explained; the absence of anti-governmental activity before the October revolution in Belarus is concluded by the author as well.
