Опыт развития нанотехнологии: ошибки Китая и рекомендации для России

Abstract

Китайская, как и российская, отрасль нанотехнологий создавалась при активном участии государственных институтов. Российская и китайская отрасли нанотехнологий характеризуются не только рядом общих характеристик, но и рядом сходных проблем. В данной работе на основе эмпирического материала мы охарактеризуем некоторые применявшиеся в Китае меры по стимулированию развития сектора нанотехнологий и сферы наноисследований, эффективность которых является по меньшей мере спорной. Это своего рода no-go theorems', указывающие направления, по которым не рекомендуется двигаться (по крайней мере, тем же способом) с целью развития нанотехнологий в России.

Both Chinese and Russian nano technology fields were created with an active involvement of State ! Institutes. Russian and Chinese nano technology fields share a series of general common traits as well as certain j issues. On the basis of empirical data this article will characterize the measures used in China for stimulating the development of nano technology sector and the sphere of nano research, which efficiency is rather J questionable. This is so-called no-go theorems, pointing the direction which shouldn't be followed (at least using the same method) for developing nano technologies in Russia.
