The development of the programs of the improvement of the regional transport and logistics systems is based on the methodology of the research on the state of external factors and elements of meta control of the multilevel systems, as well as on the assessment of the potential and internal factors of the systems themselves. As an example of the methodology of the study and measurement of the potential, the study of transport and logistics infrastructure of the Irkutsk region is taken. The influence of external factors leads to the need to improve the transport and logistics system of the territory. Negative condition of the index-factors of the logistical capacity suggests the need of filtering the investment programs, their adjustment and the adjustment of economic and social development strategy of the territory. The study reveals the "zero zone" in the development of transport, warehousing, information and human resources systems, which contribute to the most efficient choice of the directions of the investment programs. One of the ways to improve the functioning of the logistics system is an integration of transport and logistics companies into the cluster system. One of the tools that reflect the results of the research of the potential of transport and logistics infrastructure of the mezologistics system is a system of the control parameters and control criteria developed by the author. Inadequacy of the control parameters and control criteria to the specified values demonstrates the development of the infrastructure, the effectiveness of social and economic policies, as well as the necessary directions of changes in logistics. The results of the study helped make the proposals to the concept of the development of the transport and logistics system in the region and develop the approaches to the formation of the virtual network of logistics Proto in order to concentrate the efforts of the transport and logistics providers and to optimize the interaction with the integration that in future would improve the streaming process.

Разработка программ развития региональных транспортно-логистических систем основана на методологии исследования состояния внешних факторов и элементов метауправления многоуровневыми системами, а также на оценке потенциала и внутренних факторов самих систем. В качестве примера применения методологии исследования и измерения потенциала приводится исследование транспортно-логистической инфраструктуры Иркутской области. Влияние внешних факторов обусловливает потребность в совершенствовании транспортно-логистической системы территории. Негативное состояние признаков-факторов логистического потенциала свидетельствует о необходимости фильтрации инвестиционных программ, их корректировки, а также корректировки социально-экономической стратегии развития территории. Исследование позволяет обнаружить «нулевые зоны» в развитии транспортной, складской, информационной и кадровой систем, что способствует эффективному выбору направлений инвестиционных программ. Одним из направлений совершенствования функционирования логистической системы является интегрирование деятельности транспортных и логистических компаний в кластерной системе. Один из инструментов, отражающих результаты исследования потенциала транспортно-логистической инфраструктуры мезологистической системы, система контролирующих параметров и управляющих критериев, разработанных автором. Несоответствие контролирующих параметров и управляющих критериев заданным значениям позволяет судить о развитости инфраструктуры, эффективности социально-экономической стратегии, а также необходимых направлениях изменений в логистике. На основе результатов исследования были внесены предложения в концепцию развития транспортно-логистической системы области, разработаны подходы к формированию виртуального сетевого логистического протокластера, позволяющего сконцентрировать усилия транспортных и логистических провайдеров и оптимизировать взаимодействие при их интеграции, что в дальнейшем позволило бы усовершенствовать потоковые процессы.
