Нормативное описание Российской Арктической политики: освоение сырьевой периферии или региональное развитие

Abstract

В статье рассматривается нормативный дискурс российского государства, организующий арктическую политику РФ в 2008-2016 гг. На основе анализа ключевых документов и высказываний должностных лиц выявляется степень соответствия программных задач и методов их реализации заявленной общей цели развития арктического региона. Последовательное сопоставление положений официальных текстов с принципами системной организации и развития социальных систем, опирающееся на структурные и статистические данные, приводит автора к выводу о том, что существующие планы ориентированы в большей степени на освоение Арктической зоны как сырьевой периферии, чем на её социально-экономическое развитие.The article is bearing on the normative discourse of the Russian state organizing Russian Arctic Policy between 2008 and 2016. Analyzing key Government documents and public statements author evaluates the degree of correspondence between programmed tasks, implementation activities and the general goal of developing Artic region. With reference to the major principles of the social systems theory, of theory of development, and statistical evidence, author shows that Government's planning is more able to assure a reclamation of a sourced periphery than to really develop Russian Arctic.
