Local government is an integral part of the Russian state, so the issues of organizational and financial independence of local government include greater importance in determining the characteristics of the socio-economic situation of the budgets of the third level of the budgetary system of the Russian Federation. In his study, the author examines the constitutional foundations of local government, public functions of the municipalities, the historical aspects of the perception of the essence of the local government system in the country. The correlation review the local government system in terms of both financial and legal regulation, and from the point of view of constitutional law. In the study, the author comes to the conclusion that there was insufficient paying attention to financial self-sufficiency in the context of separation of powers and competences of local self-government.

Местное самоуправление является неотъемлемой частью российской государственности, поэтому вопросы его организационной и финансовой самостоятельности имеют большое значение для определения особенностей социально-экономического положения бюджетов третьего уровня бюджетной системы РФ. Автор рассматривает вопросы конституционных основ местного самоуправления, осуществления публичных функций муниципальными образованиями, исторические аспекты восприятия сути системы местного самоуправления в системе государства. Рассматривается соотношение системы местного самоуправления с точки зрения как финансово-правового регулирования, так и конституционного права. Автор приходит к выводу о недостаточном внимании к проблеме финансовой самостоятельности в контексте выделения полномочий и компетенции органов местного самоуправления.
