Western scientific thought and journalism are actively discussing the relationship and interdependence of freedom and morality. However I after the manner of the former German Chancellor Helmut Schmidt and a number of modern Western scholars and public figures discussed in this article the problem of opposing freedom and morality in the practice of modern capitalist economic and political relations. The main objects of my analysis are modern discourses on human rights and freedoms and on morality / immorality in economics and politics, and "Project for the New American Century" (PNAC). Analyzing the contemporary discourse on human rights and freedoms, I conclude that these concepts replaced the ideas about morality and moral behavior in the process of transformation of the Protestant ethic. Comparing political economy and moral priorities of today's global players (primarily U.S.) and the leadership of Nazi Germany, I show the PNAC marks the triumph of both utilitarianism in the U.S. economy and politics, and Homo oeconomicus ’ international political and macroeconomic fail. In this context, I think it advisable to establish the Council on Morality under UN and development of United Nations Code of Morals for the practice of international relations.
