The article is devoted to the analysis of the role of the commissions on affairs of minors and protection of their rights in again arising industry of juvenile law and order. Arguments for benefit of consideration of this social institution as a backbone factor of implementation of juvenile justice technologies are adduced in the article. The attention is focused on strengthening the level of legal assistance of children from the commissions on affairs of minors and on protection of their rights. The innovation tasks which face the commissions in modern conditions protective, social, organisational and methodical, administrative and jurisdictional ones are discussed. The regional aspect of the analysed activity is distinguished in the article, work which is organised in Yaroslavl Region is given as an example. Own practical experience on use of juvenile technologies in the course of resolution of the problem of neglect and offenses of minors, the prevention of family trouble, social orphanhood, child abuse is described by the author.

Статья посвящена анализу роли комиссий по делам несовершеннолетних и защите их прав во вновь зарождающейся отрасли ювенального правопорядка. Автором приводятся аргументы в пользу рассмотрения данного социального института в качестве системообразующего фактора реализации ювенальных технологий. Акцентируется внимание на усилении уровня правозащиты детей со стороны комиссий по делам несовершеннолетних. Обсуждаются инновационные задачи, стоящие перед комиссиями в современных условиях: защитные, социальные, организационно-методические, административно-юрисдикционные. В статье выделяется региональный аспект анализируемой деятельности, в качестве примера приводится работа, организованная в Ярославской области. Автором описан практический опыт по применению ювенальных технологий в процессе решения проблем безнадзорности и правонарушений несовершеннолетних, предупреждения семейного неблагополучия, социального сиротства.
