The article analyzes the status and size of the shadow economy in the Russian Federation. The author considers the issues of building the system for counteracting the shadow economy, highlights its main elements, defines system composition as well as objectives for its actors and forms of action. The author examines activities of law enforcement authorities involved in counteracting the shadow economy and suggests strategic lines for further developing the agencies responsible for counteracting the shadow economy. It is concluded that activities of the system for counteracting the shadow economy can not be limited to a set of punitive measures against the players of the shadow economy as in the context of emerging market relations, the issues of organizational and legal improvement of economic activities prevail.

В статье проанализированы текущие состояние и объем теневой экономики в Российской Федерации. Автором рассматриваются вопросы формирования системы противодействия теневой экономике, выделены ее основные элементы, определены субъектный состав системы, цели субъектов и формы воздействия. Проанализирована деятельность субъектов противодействия теневой экономике и разработаны основные стратегические направления развития правоохранительных органов при противодействии теневой экономике. Сделан вывод, что деятельность системы противодействия теневой экономике не может сводиться только к набору карательных мер по отношению к субъектам теневой экономики, так как в условиях развития рыночных отношений на первый план выходит организационно-правовое совершенствование экономической деятельности.
