Дебюрократизация системы муниципального управления: сущность, принципы, задачи

Abstract

В статье рассматриваются сущность дебюрократизации и ее специфика в системе муниципального управления. Определены задачи и предложены принципы дебюрократизации, результатом применения которых должны стать повышение качества, открытости, доступности муниципальной службы, придание деятельности органам местного самоуправления технологичного характера. Обоснована необходимость разработки технологий дебюрократизации муниципального управления, внедрение которых позволит минимизировать бюрократические издержки в системе муниципального управления и повысить эффективность и результативность деятельности органов местного самоуправления.
