Abstract

Первая мировая война дает обширный материал для исследования проблем государственного управления. В статье на основе архивных и иных источников проанализирована деятельность комиссии генерала Петрова и ее роль в борьбе общественной контрэлиты против самодержавия. В заключении автор делает вывод, что после образования этой комиссии император и правительство попали в ловушку, так как любое решение по «делу Сухомлинова» вело к неизбежному подрыву престижа монархии и лично Николая II. После ареста бывшего военного министра падение самодержавия становилось лишь вопросом времени.

The article analyzes the activity of the commission of general Petrov and its role in the struggle for power between the public counter-elite and the autocracy. The author concludes that the creation of the Petrov's commission trapped the emperor and the government, because any decision in the “Sukhomlinov case” led to the inevitable decline in the prestige of the monarchy in general and Nicholas II personally. After the arrest of the former minister of military affairs, the overthrow of the autocracy was just a matter of time.
