Abstract

В статье рассматриваются изменения в системе защиты и формы избирательного бюллетеня на территории Российской Федерации в период коренных преобразований в данной сфере (1990 – 2000-е годы). В центре внимание автора находится отображение специфики развития избирательного права и его влияния на изменение избирательного бюллетеня как основной формы для выявления волеизъявления в ходе голосований в рамках федеральных, региональных и муниципальных выборов российских граждан. Отмечаются основные особенности изменения степеней защиты избирательного бюллетеня в рамках отдельных областей и регионов России. Делается вывод о том, что законодательство, регулирующее порядок выборов, не прописывая четко какие степени защита должны быть у избирательного бюллетеня, привело к постепенному усилению степеней его защиты. Введение комплекса обработки избирательных бюллетеней в 2010 году вывело защиту избирательного бюллетеня и проведение избирательного процесса на новый уровень своего развития, в тоже время, так и не решив до конца проблему защиты избирательного бюллетеня на современном этапе.

This paper discusses the changes in the system of security and the form of the ballot on the territory of the Russian Federation in the period of radical change in this area (1990s – 2000s). The author focuses on the specifics of electoral law development and its effect on the change of the ballot as a major form of will exposion in the course of voting in federal, regional and municipal elections of Russian citizens. The main features of changes inballot security levels in some areas and regions of Russia are highlighted. The author concludes that the legislation governing the electionsprocedure, which does not describe the obligatory degrees of ballot security, has led to a gradual increase in the level of its security. The introduction of ballotprocessing complexes in 2010 improved ballot security and electoral procedure to a new level, still without completelysolving the problem of ballot security at the contemporary stage.
