Налогообложение недвижимого имущества: проблемы и перспективы

Abstract

Многообразие форм собственности в России придают имущественному налогообложению совершенно иные пути развития, которые изменяют их место и роль в налоговой системе. Новые подходы к налогообложению имущества в условиях рыночной экономики требуют взвешенных и обоснованных решений. Большинство введенных имущественных налогов в 1990-е годы были новыми по своему содержанию, многие из них обусловлены появлением новых видов имущества, изменением в самом характере имущественных отношений. Они ориентировались на развитие в стране рыночной экономики и соответствующих имущественных отношений. За время действия законодательства, регулирующего налогообложение имущества, оно претерпело значительные изменения, которые привели к расширению сферы действия имущественных налогов, налогооблагаемой базы и перечня подлежащих обложению видов имущества. Исследование имущественных налогов, в частности налога на недвижимое имущество, позволит ответить на вопросы, кто и сколько должен платить, как установить обоснованный перечень объектов налогообложения и др.

Variety of property forms in Russia attach property taxation quite different path of development, which change their position and role in the tax system. Nevertheless the new ways of property taxation in a market economy require balanced and reasonable decisions. Most imposed in the 90's property taxes were new in content, many of them were due to the emergence of new property types, other to the changes in the nature of property relations. They focused on the development of the country's market economy and correspondent property relations. During the property taxation legislation, it has undergone significant changes, which led to the expansion of the scope of property taxes, the tax base and the list of dutiable property. The study of property taxes in the context of real estate could answer the following questions: who and how much will pay, how to set a reasonable list of taxable items, and others.
