Abstract

The problem of the monitoring system of evaluation effectiveness is entirely important to the scientific and technological projects, because they have higher risk compared with other projects. As the indication of the monitoring system ability to operate at the required quality level, it is proposed to use the following category «the potential of the monitoring system effectiveness of the scientific and technological project». The formulated approach allows predicting the potential of the monitoring system effectiveness on the basis of its dependence on the parameters of the system, using a logistical curve. This relationship demonstrates the effect of «accumulation» of the effectiveness by the monitoring system with the increasing of the positive dynamic of the values of the monitoring system single significant parameters. The given property must be taken into account in case of the specific project monitoring system designing.

Изучение проблемы оценки эффективности систем мониторинга исключительно важно для научно-технических проектов, поскольку они подвержены более высоким рискам в сравнении с другими проектами. В качестве характеристики способности системы мониторинга функционировать на должном уровне качества предлагается использовать такую категорию, как потенциал эффективности системы мониторинга научно-технического проекта. Сформулированный подход дает возможность прогнозировать потенциал эффективности системы мониторинга на основе его зависимости от набора параметров системы, с использованием логистической кривой. Эта зависимость демонстрирует эффект «накопления» эффективности системой мониторинга по мере усиления положительной динамики значений единичных значимых параметров системы мониторинга. Данное свойство необходимо учитывать при разработке системы мониторинга конкретного проекта.
