Инновационная экономика и воспроизводственный процесс системы «Наука — производство»

Abstract

В предлагаемой статье рассматривается воспроизводственная система «наука-производство» в её динамическом равновесии. Система «наука-производство» является логическим ядром научного и технического прогресса, лежащего в основе роста глобальной экономики. Инновационная экономика основывается на системе «наука-производство», которая имеет свою логическую структуру: наука для науки; наука для производства; производство для производства; производство для науки. Воспроизводственный процесс предполагает, во-первых, движение продукта науки для накопления научного потенциала; во-вторых, продукт науки через новую технику и технологию преобразует производственную основу; в-третьих, продукт науки формирует самостоятельный рынок технологии — ноу хау, лицензии, патенты. Таким образом, наука становится фактором постоянных перемен как на уровне национальной, так и глобальной экономики. Как следствие, происходит увеличение факторов производства. К классической триаде Сэя — труд, земля, капитал прибавляется наука, которая становится непосредственной производительной силой. Наука меняет характер производства, оно становится научно-промышленным. Таким образом, наука лежит в основе современной технологической цивилизации и через информационные технологии в основе глобальной экономики.

Innovative economy is based on the “Science-Production” system, which is supported by its inherent logical structure: 1) science of for science; 2) science of production; 3) production for production; 4) production for science. Reproduction performance requires, firstly, advancing the science’s product toward accumulation of scientific potential; secondly, the science’s product transforms the basis of production through new equipment and technologies; thirdly, the science’s product creates an independent market of technology: know-hows, licenses, patents. This way, science becomes a factor of ongoing change both at the level of national and global economy.
