Теоретико-методологические основы реализации системной модернизации государственной службы Украины

Abstract

This article presents the characteristics of modern processes of the civil service functioning and the reasons for its ineffectiveness, analyzes the theoretical and methodological foundations of its modernization, proves the main directions of systematic modernization changes in civil service of Ukraine. It was determined that the systematic anticipatory national modernization is successfully capable to influence the civil service transformation.

В статье дана характеристика современных процессов функционирования государственной службы и причин ее неэффективности, проанализированы теоретико-методологические основы ее системной модернизации, обоснованы основные направления системных модернизационных изменений государственной службы Украины. Определено, что системная опережающая национальная модернизация способна успешно влиять на трансформацию государственной службы.
