К вопросу об экономической функции государства в условиях рынка

Abstract

Экономическая функция в полной мере присуща лишь социалистическому государству, где оно не только крупнейший собственник, но и непосредственный субъект хозяйственной деятельности. Наоборот, классический либерализм исходит из парадигмы экономических свобод и «минимального государства», призванного не «функцировать» экономику, а правовыми средствами закреплять и обеспечивать условия для реализации естественных, а потому не зависящих от государства прав и свобод, в том числе, в экономической сфере. Однако в условиях ресоциализации граждан к либеральным ценностям, но отсутствия реальных институтов и механизмов их реализации, т.е. в переходный период, го-сударство не только не теряет экономическую функцию, но и наполняет ее большим содержанием и значением, важнейшим из которых становится системо-формирующая функция.

The economic function fully characterized by a socialist state where it is not only the largest owner, but also the direct subject of economic activity. On the contrar, classical liberalism is based on the paradigm of economic freedom and the «minimal state» that would not «funktsirovat» the economy, and the legal means to secure and provide for the implementation of the natural, and therefore does not depend on the state of rights and freedoms, including in the economic sphere. However, in the re-socialization of citizens in liberal values, but the lack of real institutions and mechanisms for their implementation, ie during the transition period, the state does not lose the economic function, but also fills it with great content and value, the most important of which is the system forms a function.
