Abstract

The article basic provisions of conceptual economic model of public administration at the mesolevel are offered, the approach providing improvement of quality of development of basic strategic priorities in region economy which has to be carried out on the basis of the chosen approach to management of development containing a set of scenarios, rational from the point of view of the accounting of interests of all economic agents of regional economy, is developed. The author formulated the basic principles of adjacent subject domains which are expedient for including in system of the principles of increase of efficiency economic and organizational legal mechanisms of creation and realization of basic strategic priorities of economy of the region, and also the specific principles reflecting features of joint activity in territorially limited conditions are allocated.

В статье предложены основные положения концептуальной экономической модели государственного управления на мезоуровне, разработан подход, обеспечивающий повышение качества развития базовых стратегических приоритетов в экономике региона, которое должно осуществляться на основе выбранного подхода к управлению развитием, содержащего рациональный с точки зрения учета интересов всех экономических агентов региональной экономики набор сценариев. Автором сформулированы основные принципы смежных предметных областей, которые целесообразно включить в систему принципов повышения эффективности экономических и организационно-правовых механизмов создания и реализации базовых стратегических приоритетов экономики региона, а также выделены специфические принципы, отражающие особенности совместной деятельности в территориально ограниченных условиях.
