Abstract

В основе бюджетного регулирования развития экономики любого государства должно лежать рациональное построение системы бюджетного федерализма, предусматривающей оптимальное размещение бюджетных ресурсов по уровням государственного устройства. Формирование агрегированных связей между уровнями бюджетной системы является следствием бюджетной сбалансированности, поэтому определение научно-методических аспектов анализа выравнивания финансовых возможностей муниципальных бюджетов актуально на современном этапе развития экономики.
