The implementation of the territorial reform in South Ural required the unification of a number of social and economic features of Ufa and Orenburg provinces. The main questions were connected with the formation of the nobility representation in territorial establishments, the existence of specific class groups such as Bashkir and Cossack troops and their land tenure. The experience of the territorial reform showed an essential difference between administrative management in the two provinces. A considerably late introduction of zemstvo in Orenburg province, along with the Cossack army’s retaining its status of military estate, reflected its value as a strategically important territorial outpost. In Ufa province zemstvos forced the unification of Bashkirs’ legal status with that of rural inhabitants. Bashkirs’ patrimonial lands were burdened with zemstvo taxation, which accelerated the economic development of the Province’s land fund by various categories of land owners. Territorial (zemstvo) establishments of the South Ural provinces also promoted cultural integration of the Muslim population due to financial support of maktabs.

Реализация земской реформы на Южном Урале потребовала унификации ряда социально-экономических особенностей Уфимской и Оренбургской губерний. Основные вопросы были связаны с формированием дворянского представительства в земских учреждениях, наличием специфичных сословных групп. населения Башкирского и Казачьего войск и их землевладением. Опыт земской реформы закрепил существенные различия в системе административно-государственного управления двумя губерниями. Значительно позднее введение земства в Оренбургской губернии с сохранением военного статуса за населением Казачьего войска отражало ее значение как важной в пограничном отношении территории. В Уфимской губернии земства форсировали унификацию правового положения башкир с сельскими обывателями, а распространение земских налогов на их вотчинные угодья ускорили экономическое освоение земельного фонда края различными категориями землевладельцев. Земские учреждения южноуральских губерний способствовали также культурной интеграции мусульманского населения благодаря финансовой поддержке мектебов.
