Научно-исследовательские структуры обеспечения арктической политики зарубежных государств

Abstract

В статье представлен обзор и анализ политики и деятельности по инфраструктурному обеспечению в сфере научных исследований в Арктике государств Арктического совета, а также отдельных стран Европы и Азии. Дана характеристика базовых принципов и подходов к ресурсному обеспечению арктических исследований, выявлены основные сходства и различия между странами в реализации национальных арктических планов в части научного обеспечения. Показано, что в условиях Арктики исследовательские структуры наделяются функциями по обеспечению в регионе геополитического присутствия и стратегических преимуществ отдельных государств.

The article presents an overview and analysis of the policies and infrastructural activities in the sphere of Arctic research undertaken by the Arctic Council member states and other European and Asian countries. It dwells on the basic principles and approaches to resourcing of the Arctic research as well as on key similarities and differences between the countries in realization of their national Arctic plans for science. The paper shows that in the Arctic, research infrastructures provide geopolitical presence in this region and give certain states strategic advantages.
