Анализ современного состояния финансирования медицинских организаций по лекарственному обеспечению беременных женщин

Abstract

In conditions of the current chronic deficits in all sectors of health, and the undeveloped insurance medicine, the recession of the domestic production of pharmaceuticals (PL), is of particular importance to identify priorities for investments of limited financial resources of health care institutions (MIS). The seriousness of the set of problems is caused by, among other factors, the social importance of the availability of pregnant women PL. The solution of these problems is possible by examining the activities of the specialized health care organizations that provide assistance to women during pregnancy. These include maternity hospitals and antenatal clinics. The funds for the purchase of medicines, necessary medical equipment and equipment for pregnant women are allocated from the funds of Compulsory medical insurance (CMI), «the childbirth certificate», as well as from means of the local and regional budgets. Labor remuneration of medical personnel are from the same source, taking into account the fact, where the treatment of a pregnant woman (in a hospital or outpatient), and some other factors, for the qualification and speciality of medical worker.

В условиях сложившегося хронического бюджетного дефицита во всех отраслях здравоохранения, неразвитой страховой медицины, спада отечественного производства лекарственных препаратов (ЛП), приобретает особое значение определение приоритетов для вложения ограниченных финансовых средств медицинских организаций (МО). Серьезность поставленных проблем обусловлена, среди прочих факторов, социальной значимостью обеспеченности беременных женщин ЛП. Решение этих проблем возможно путем изучения деятельности специализированных медицинских организаций, оказывающих помощь женщинам в период беременности. К ним относят родильные дома и женские консультации. Средства на закупку ЛС, необходимой медицинской техники и оборудования для беременных женщин выделяются из средств Обязательного медицинского страхования (ОМС), «Родового сертификата», а также из средств местных и краевых бюджетов. Оплата труда медицинских работников осуществляется из этих же средств, с учетом того, где проходила лечение беременная женщина (в стационаре или амбулаторно), и некоторых других факторов, касающихся квалификации и специальности медицинского работника.
