The paper analyzes cooperation on an equal basis of public and local governments in the field of autho-rization of local governments with certain state powers. We consider forms of «horizontal» interaction, such as carrying out meetings and round tables with representa-tives of legislative, executive and local government agen-cies, analyze their recommendations to address identified deficiencies in the implementation of legislation and out-lays in the legislation on the transfer of certain state pow-ers to local government.
