In this article the author substantiates the need for the idea of formal equality through the development of specific legal procedures in the process of continuous interaction between citizens and executive authorities, as well as considering some of the issues of international experience in this sphere.
В предлагаемой статье автор обосновывает необходимость обеспечения идеи формального равенства посредством развития системы особых юридических процедур в процессе непрерывного взаимодействия граждан с органами исполнительной власти, а также рассматривает некоторые вопросы зарубежного опыта в этой сфере.
