The article describes the system of state regulation of Russia’s municipal housing economy. Based on the analysis of the definition of the object under regulation, its composition, legislative acts related to it, Russia’s Federal budget for 2012, foreign sources, etc. the author comes to a conclusion that there are no objective prerequisites of speaking about municipal housing economy as an independent sector of economy. Low efficacy of regulation in municipal housing is the lack of understanding, on the part of the power organs, of the proper object of their activity, which entails the wrong choice of methods of regulation.

В статье проводится анализ системы государственного регулирования жилищно-коммунального хозяйства как сектора экономики. На основании исследования определения объекта регулирования, его состава и границ, нормативно-правовых актов, федерального бюджета на 2012 год и зарубежной литературы автор пришел к заключению, что объективных предпосылок для выделения такого сектора экономики как «ЖКХ» не существует. Первопричиной неэффективности регулирования указанной группы отраслей является непонимание властвующими субъектами объекта воздействия, что влечет неправильный выбор методов регулирования.
