The indicators and the technique of an assessment of the financial and budgetary safety of municipal education are offered. The application of the specified technique allows classifying the municipalities by degree of the financial and budgetary safety into five groups (five conditions of the financial and budgetary safety). The technique approbation by the example of municipalities of the Kaliningrad region on the basis of the analytical materials of 2007–2011 is presented.

Предложены индикаторы и методика оценки финансово-бюджетной безопасности муниципального образования. Применение указанной методики позволяет разделить муниципальные образования по степени финансово-бюджетной безопасности на пять групп (пять состояний финансово-бюджетной безопасности). Представлена апробация методики на примере муниципальных образований Калининградской области на основе аналитических данных 2007–2011 гг.
