Социально-экономические проблемы формирования потенциала воспроизводства населения и медико- демографического развития Сибири (на примере Иркутской области)

Abstract

Medical-demographic indices and their dynamics in 90s and early 2000th in Irkutsk Region have been characterized. Medical-demographic processes during the period above were not found to be the natural ones, but they are characterized with epidemy of public health disorders and mortality. The role of social-economic factors in reducing in public health levels and reproductive potential has been assessed in this paper. Uneven (discriminative) economic state of Siberian regions compared with the regions of the middle territory and the southern part of european region of Russia has been shown based on systemic anthropo-ecological-economic approach. The situation of the need to perform a differential demography policy taking into consideration the natural-geographical, economic, stage-ethnological factors as well as the demographic unhappiness levels and subjecting the regions to geopolitical and ethno-demographic threats has been grounded.

Охарактеризованы медико-демографические показатели и их динамика в период 1990-х первой половины 2000-х гг. в Иркутской области. Показано, что течение медико-демографических процессов в указанный период не является естественным, а носит характер эпидемии нарушений общественного здоровья и смертности. Освещена роль социально-экономических факторов в снижении уровня общественного здоровья и репродуктивного потенциала. С позиций системного антропоэколого-экономического подхода показано неравное (дискриминационное) экономическое положение сибирских регионов по сравнению с регионами средней полосы и юга европейской части России. Обосновано положение о необходимости проведения дифференцированной демографической политики с учетом природно-географических, экономических, стадиально-этнологических факторов, а также с учетом степени демографического неблагополучия, подверженности регионов геополитическим, этнодемографическим угрозам.
