Abstract

Объектом исследования являются чрезвычайные ситуации, связанные с пожарами в субъектах Российской Федерации (РФ) Сибирского федерального округа (СФО). С помощью методов анализа, социальной и математической статистики дана относительная оценка основных показателей последствий: по количеству пожаров, уничтоженных строений, прямому ущербу, гибели и травмирования людей за 2003–2013 гг. в субъектах РФ СФО. На основании существующих методик и по данным аналитических исследований пожаров дана сравнительная оценка территориальных пожарных рисков: возникновения пожаров, прямого материального ущерба, уничтожения строений, риск для любого человека столкнуться с пожаром, погибнуть, травмироваться при пожаре. Предложена методика и дана оценка пожарной опасности субъектов РФ в округе на основании комплексного показателя пожарного риска. На основании значений комплексного показателя пожарного риска предлагается в субъектах РФ СФО устанавливать уровни пожарной опасности: чрезвычайный, высокий, средний, низкий. На основании исследований и расчетов определены территории наибольшего риска чрезвычайных ситуаций, связанных с пожарами в регионе. Установлено, что состояние пожарной безопасности в округе на сегодня не отвечает современным требованиям.

The object of the study are emergencies involving fire in the subjects of the Russian-Federation (RF), Siberian Federal District (SFD). Using the methods of analysis, social and mathematical statistics, given the relative assessment of the main indicators of the impacts: on the number of fires that destroyed buildings, direct damage, deaths and injuries for 2003–2013 g. in the subjects of the RF SFD. On the basis of existing methods and data analyzes fires comparative evaluation of territorial fire risks: fires, direct-direct material damage, destruction of buildings, the risk for any person to face the fire, killed, injured in the fire. The technique and the evaluation of the fire hazard of subjects of the RF in the area on the basis of the complex index of fire risk. Based on the values of the complex index of fire risk in the subjects of the RF proposed SFO set levels of fire danger: extreme, high, medium, low.Based on studies and calculations, the area of greatest risk of emergencies involving fires in the region. It was found that the state of fire safety in the area of today does not meet modern requirements.
