Человеческий капитал Арктики как ресурс культурной модернизации

Abstract

The article analyzes the definition of “human capital” as social and cultural resources of the Artic region of Russian Federation Sakha Republic (Yakutya) for providing of successful modernization and development of cultural capital. The author describes three main types of modernization characteristic of modern society, creacted by classical philosophers: the type suggesting relatively independent coexistence of tradition and modernity in various spheres of public life; type that built on the conflict between traditional and modern cultures; type, which provides a synthesis as an interaction, an organic compound of tradition and modernity. Particular attention is paid to cultural factors of modernization in the important strategic region as well as Saha Republic (Yakutia), contributing to the formation of non-violent ideology update all spheres of social relations, economic and cultural practices. Also the main priorities of the regional cultural modernization, relevant, including, for the Arctic, priority directions are given to region cultural policy of Saha Republic (Yakutia), conditions for actualization of human capital and cultural traditions.

В статье анализируется сущность человеческого капитала как социально-культурного ресурса региона (на примере Якутии), который обеспечивает успешность культурной модернизации и «воспроизводство» кадров культуры. Автор развивает наработки классической философии и анализирует три основных типа модернизации, характерные для современного общества: тип, предполагающий относительно независимое сосуществование традиций и современности в различных сферах общественной деятельности; тип, который построен на конфликте между традиционной и современной культурами; тип, обеспечивающий синтез, взаимодействие, органическое соединение традиций и современности. Рассматривая культурные факторы модернизации в таком стратегически важном регионе, как Республика Саха (Якутия), автор обращает внимание на то, как формируется идеология ненасильственного обновления всей сферы общественных отношений, экономических и культурных практик, а также определяет приоритеты региональной культурной модернизации, актуальные для Арктики.
