Abstract

Введение. Общественные организации являются неотъемлемой частью современного социума. Они выступают в качестве связующего звена между государством и гражданским обществом. Консолидирующим началом в деятельности вышеназванных организаций остается свободная форма реализации основных прав и свобод человека и гражданина, которая раскрывает демократические принципы государства. Правоохранительная деятельность не ограничивается функционированием только государственных правоохранительных структур. В истории России существовало множество негосударственных институтов, которые реализовывали правоохранительные функции в разных сферах жизни общества, начиная от охраны правопорядка и заканчивая защитой собственности и обеспечения информационной безопасности граждан. Все они вписывались в государственную правоохранительную систему, которая была устроена в СССР особым образом. Методы. Для достижения эффективных результатов в исследовании использовались приемы, основанные на соединении разнообразных методов, принятых в отечественной юриспруденции. Основной упор делался на общие, общенаучные, междисциплинарные и специальные методы. Результаты. Констатируя значимость деятельности общественных правоохранительных организаций в правоохранительной системе СССР во второй половине XX в., автор приходит к выводу о том, что вплоть до распада СССР названные организации функционировали с определенной долей успеха, о чем свидетельствовали показатели их деятельности. В этот период была сформирована советская нормативно-правовая база, регламентировавшая деятельность всех вышеперечисленных организаций.

Introduction. Public organizations are an essential part of today’s society. They serve as a link between the state and civil society. Consolidating principle for the operation of the above-mentioned organizations is a free form of realizing human rights and freedoms of a person and a citizen. This form reveals the state’s democratic principles. Law enforcement activities are not limited by state law enforcement agencies only. There were many non-government institutions in the Russian history. They served law enforcement functions in different spheres of the society’s life beginning from law enforcement and ending in property protection and citizens’ information security ensurance. They all were included into the state law enforcement system that was structured in a special way in the USSR. Methods. To achieve efficient results devices based on the combination of various methods accepted in the Russian jurisprudence were used in the research. The main stress was laid upon general, general scientific, inter subject and special methods. Results. By stating the significance of public law enforcement institutions in the law enforcement system of the USSR in the second of the XX century the author concludes that the above-mentioned institutions rather successfully up to the collapse of the USSR. The indicators of their activities proved this fact. During this period the Soviet legal framework that regulates the activities of all the above-mentioned institutions was formed.
