Abstract

В статье рассматривается актуальная проблема адаптации и практической реализации в российской политико-правовой системе начала ХХ века идей выборного представительства. Представленное современное научное осмысление содержания и генезиса первого российского парламента - Государственной думы дает возможность глубокого понимания феномена российского парламентаризма в контексте российского политического процесса и осуществления законотворчества. Обращено внимание на взаимодействие в процессе законотворчества отечественных традиций политико-правовой мысли и европейского парламентского опыта. Выявляются активные участники этих процессов, а также особенности и характерные черты складывавшейся отечественной выборной системы и компетенции народного представительства.

The article refers to actual problem of adaptation and application of the ideas of representation of people in political and legal system of the beginning of the XX century. Contemporary scientific conceptualization of contents and genesis of the first Russian Parliament State Duma gives an opportunity of deep understanding of Russian parliamentarism phenomenon in the context of Russian political process and lawmaking. The author focuses attention on the interrelation of domestic traditions of political-legal thought and European parliamentary experience in the process of lawmaking. The article discovers the active participants of this processes and peculiarities and characteristic features of electoral system and competence of representation of people.
