Интенсивное развитие научно-технического прогресса обуславливает новую потребность общества в государственной защите процесса производства научно-технического знания. Новые создаваемые институциональные рамки призваны обеспечить развитие непрерывного благополучия общества. Цель. Теоретическое обоснование института государственной поддержки творческих форм производства для перехода на устойчивый тип развития и обеспечения непрерывности благополучия общества. Методы исследования. Общей теоретической базой исследования является концепция теории ордолиберализма. Данный подход дополняется эволюционно-институциональной теорией и теорией экономики знаний. Результаты. Доказано, что только институт проконкурентного порядка создает достаточные условия обеспечения устойчивости темпов экономического роста, что является базовым условием достижения непрерывного благополучия общества. Без государственного регулирования творческого производства стихийно-рыночный механизм превращается в механизм деструктуризации макроэкономики. Государство обеспечивает институциональные условия для непрерывной творческой деятельности индивида, саморазвития, улучшения окружающего пространства (социального, экономического, природного, культурного и т. п.) с целью непрерывного развития.Intensive development of scientific and technical progress leads to the new needs of society in the state protection of the process of production of scientific and technical knowledge. New institutional framework which is being created is designed to ensure the continuous development of the society’s welfare. Goal. The theoretical justification of the Institute of state support of creative forms of production for the transition to a sustainable type of development and for ensuring the continuity of the society’s welfare. Research methods. The general theoretical basis of this study is the ordoliberalizm theory. This approach is comple mented by the institutional-evolutionary theory and the theory of knowledge economy. Results. It is proved that only the pro-competitive order institute creates sufficient conditions for ensuring the sustainability of economic growth, which is the basic condition for achieving the lifelong well-being of a society. Without state regulation of the creative production spontaneous market mechanism is transformed into a mechanism of deconstruction of macroeconomics. The state provides the institutional conditions for a continuous creative activity of an individual, for self-development, for surrounding area improvement (social, economic, natural, cultural, etc.) for the purpose of continuous development.
