Abstract

Цель работы – исследовать антикоррупционную устойчивость государственных (муниципальных) служащих, как составляющую устойчивости региона. Методология исследования предусматривает одновременное применение институционально-синергетического, системного и междисциплинарного подходов к разрешению проблемы антикоррупционной устойчивости. Обосновано, что: задача формирования антикоррупционной компетентности требует усилий ученых и практиков, работающих в различных областях знания. Определено, что проблему обеспечения антикоррупционной устойчивости сотрудника органа власти целесообразно решать на основе формирования антикоррупционной компетентности. В результате анализа практики управления на уровнях региона и муниципального образования в части осуществления антикоррупционных программ выявлен ряд организационных недостатков. Определены направления, по которым требуется совершенствование методического обеспечения. Сделан вывод о необходимости, постоянности и непрерывности при формировании антикоррупционной компетентности государственных (муниципальных) служащих.

Purpose – to examine the stability of the anti-corruption state (municipal) employees as a component of the stability of the region. The research methodology involves the simultaneous use of institutional synergy, systematic and multi-disciplinary approaches to solving the problem of anti-corruption sustainability. It is proved that: the formation of an anti-corruption task competence requires the efforts of scientists and practitioners in various fields of knowledge. It is determined that the problem of ensuring the stability of the anti-corruption officer authority appropriately addressed through the establishment of anti-corruption expertise. An analysis of management practices at the levels of regions and municipalities in terms of the implementation of anti-corruption programs identified a number of institutional weaknesses. Identify areas that require improvement and methodological support. The conclusion of necessity, permanence and continuity when forming anticorruption competence of state (municipal) employees.
