Abstract

A number of techniques lacks of forecasting and planning tax revenues in Moscow, that were revealed during the analysis, has shown necessity of creation of the organizational-economic model, allowing to create adequate forecasts of tax incomes. In the following article there is resulted schematic representation of organizational-economic model of forecasting and planning tax incomes in a control system of the budget that is bases on the organizational and information support There are specified stages of forecasting process of tax revenues in the budget are described, and also divisions of the regions executive power, participating in formation of the forecast tax incomes. There are told about the role of each division and, a stage of process of forecasting reveals which is corresponding to it.

Ряд недостатков методик прогнозирования и планирования налоговых поступлений в городе Москве, выявленных в ходе анализа, показал необходимость создания организационно-экономической модели, позволяющей создавать адекватные прогнозы налоговых доходов. В данной статье приводится схематическое представление организационно-экономической модели прогнозирования и планирования налоговых доходов в системе управления бюджетом, в основе которой лежит организационное и информационное обеспечение. Описываются этапы процесса прогнозирования налоговых поступлений в бюджет, а также указываются подразделения исполнительной власти регионов, участвующие в формировании прогноза налоговых доходов. Раскрывается роль каждого подразделения и, соответствующий ему, этап процесса прогнозирования
