Здравоохранение России: итоги 2010 г. Что надо делать дальше?

Abstract

ключевых программ, реализованных в здравоохранении за этот период. Сделан вывод, что существенных позитивных результатов система здравоохранения в 2009-2010 гг. не достигла. Проведен анализ того, как скажется влияние новых федеральных законов, принятых в последние два года, на деятельности системы здравоохранения в ближайшем будущем. Сделан вывод, что, несмотря на позитивную направленность этих законов, они не смогут решить ключевые проблемы здравоохранения. Среди этих проблем: недофинансирование из общественных источников как минимум в 1,6 раза; дефицит, неоптимальная структура и неудовлетворительная квалификация медицинских кадров; устаревшие нормативы программы государственных гарантий бесплатной медицинской помощи, в том числе недостаточное обеспечение населения ЛС в амбулаторных условиях; свертывание мощностей производственной медицины, а также неэффективное управление. Предложены первоочередные пути решения вышеперечисленных проблем с целью выполнения директив Президента и Правительства РФ по улучшению здоровья населения и достижению социальной стабильности в стране.

Both dynamic of RF population health status and key healthcare programs over the last years are evaluated in the article. The conclusion is made that the healthcare system in 2009-2010 has not achieved considerable positive results. An expected effect of Federal laws passed in the last two years on healthcare system is analyzed. It is concluded that despite positive purpose of these laws, they will not be able to solve the key healthcare problems. Among these problems are: lack of funding 2-fold minimum from public sources; deficit, nooptimal structure and poor qualification of medical staff; outdated norms of State guarantee program of free medical care, particularly lack of prescribed drugs subsidized by the government; decreasing capacity of occupational medicine and also ineffective management. The article suggests priority ways of solving the above mentioned problems in order to accomplish presidential and governmental instructions to improve public health and achieve social peace in the country.
