К вопросу о деятельности международных гуманитарных организаций по оказанию помощи населению и защите территорий от природных и техногенных катастроф в начале XXI века

Abstract

This article is devoted to the analysis of the main moments and principles of the international humanitarian organizations in the field of providing assistance to population and protection of territories from natural and man-made disasters in the beginning of the XXI-st century. The principle attention is given to the activities of the specialized UN agencies as well as other international organizations and entities aimed at organizing measures for rendering assistance to population and providing protection of territories against natural and man-made disasters. The urgency of the article stresses that this is probably for the first time in the domestic scholarly literature when there are given specific examples of conducting of such measures, including support of these activities provided by the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia). The main conclusion of this article is related to the fact that in the contemporary times it is very important that the international humanitarian organizations in close cooperation with all stakeholders, including EMERCOM of Russia, should constantly upgrade their potential of rendering necessary assistance to all countries suffered from natural and man-made disasters.

Статья посвящена анализу главных моментов и принципов деятельности международных гуманитарных организаций по оказанию помощи населению и защите территорий от природных и техногенных катастроф в начале XXI века. Особое внимание уделяется деятельности специализированных учреждений ООН, а также других международных организаций и структур по обеспечению мероприятий, направленных на оказание помощи населению и защиту территорий от природных и техногенных катастроф. Актуальность статьи состоит в том, что впервые в отечественной научной литературе приводятся конкретные примеры проведения таких мероприятий, включая поддержку этой деятельности со стороны Министерства Российской Федерации по делам гражданской обороны, чрезвычайным ситуациям и ликвидации последствий стихийных бедствий (МЧС России). Главный вывод статьи состоит в том, что международные гуманитарные организации по оказанию помощи населению и защите территорий от природных и техногенных катастроф, в сотрудничестве со всеми заинтересованными сторонами, включая и сотрудничество с МЧС России, в современную эпоху должны постоянно повышать свой потенциал оказания необходимого содействия странам, пострадавшим от бедствий и катастроф.
