The paper devotes considerable attention to the mechanism and conditions of provision of local government with certain state powers in health. In this regard greatest interest is the assertion of the principle of resource security standards of the federal and and regional legislation on the competence of the health development of criteria for determining the necessary amount of authority the federal bodies of state authority in the health sector and others.

В статье уделяется внимание механизму и условиям наделения органов местного самоуправления в сфере здравоохранения отдельными государственными полномочиями. Отстаивается принцип ресурсной обеспеченности норм федерального и регионального законодательства о компетенции органов в сфере здравоохранения, рассматриваются критерии определения необходимого объема полномочий федеральных органов государственной власти в сфере здравоохранения.
