Индикаторы устойчивого развития для России

Abstract

Several approaches to development of the indicators based on which a degree of social-economical development sustainability can be estimated are considered in present paper. Two approaches to indicator development are suggested: construction of indicator's system and the aggregated (integrated) parameter. Three groups of parameters, namely economic, social and ecological, are usually taken as a basis for these approaches. Main attention is paid to the indicators developed and applied by international organizations (the United Nations, the World Bank) and specific countries. Also opportunities of their use in Russia are analyzed. From the point of methodology, statistical insuring remark adjusted net savings index and human development index are allocated; they are calculated and updated annually by the World Bank of the United Nations for all countries of the world, including Russia. The article covers as well experience, prospects and restrictions of sustainable development indicators use in Russia and its regions.

В статье рассматриваются подходы к разработке индикаторов, на основе которых можно судить о степени устойчивости социально-экономического развития. Выделяется два подхода: построение системы показателей и агрегированного (интегрального) показателя. В их основу обычно закладывается три группы показателей: экономические, социальные и собственно экологические. Основное внимание уделяется индикаторам, разработанным и применяемым международными организациями (ООН, Всемирный Банк) и отдельными странами. Анализируются возможности их использования в России. С точки зрения проработанности методологии, статистической обеспеченности выделяются индекс скорректированных чистых накоплений и индекс развития человеческого потенциала, которые рассчитываются и ежегодно обновляются Всемирным Банком ООН для всех стран мира, в том числе и России. Рассматриваются опыт, перспективы и ограничения использования индикаторов устойчивого развития в России и ее регионах.
