Abstract

The article is critical analysis of H. Spencer's political and social ideas presented in Journal of Europe. Defending individual freedoms and rights, constitutional state Russian liberals considered the problem of state and law in close relation to the problem of morality. Journal of Europe preceded new social liberalism in Russia and, unlike Spencer, emphasized the need for social government policy.
