Инвестиционная деятельность государства и муниципальных образований. Правовой режим публичных инвестиций

Abstract

В статье рассматривается трансформация роли российского государства как инвестора и регулятора инвестиционных отношений в условиях рыночной экономики; анализируются его инвестиционные мотивации и приоритеты; акцентируется внимание на их объективной обусловленности публично-правовой природой государства. Указывается, что статусом инвестора обладает как государство в целом, так и производные от него субъекты структурные части государства, созданные им юридические лица.

The author looks at the transformation of the role of the Russian state as investor and regulator of investment relations in a market economy. Analysis is made of the states investment motivations and priorities. Attention is drawn to the fact that they stem from the public character of the state. It is indicated that the investor status belongs to both the state per se and structures derived from it, legal entities created by the state.
