Формирование приборостроительного кластера в Пензенской области

Abstract

В научной статье авторами определены методические и практические основы формирования приборостроительного кластера в Пензенской области. Проведена оценка потенциала кластерообразования приборостроительной отрасли Пензенской области. На основе этой оценки разработаны принципы и подходы к формированию приборостроительного кластера. Предложены практические рекомендации по формированию структуры приборостроительного кластера, куда входят предприятия, объекты инновационной инфраструктуры, научно-образовательные учреждения, представители органов государственной власти, кредитные организации, система продвижения. Определены цели и задачи приборостроительного кластера на основе подходов кооперации и конкуренции. С целью обеспечения деятельности и эффективного развития приборостроительного кластера сформирована его система управления, позволяющая реализовывать кластерные инициативы. Определены функции и задачи общего собрания, совета кластера, управляющей организации приборостроительного кластера.

In the science article, the authors have defined the methodological and practical basis for the formation of instrument-making cluster in the Penza region. Assessing the potential of cluster formation instrument-making industry of the Penza region. Based on this assessment, the principles and approaches to the formation of the instrument cluster. Offered practical recommendations on forming the structure of the instrument cluster, which includes enterprises, objects of innovation infrastructure, scientific and educational institutions, representatives of public authorities, credit institutions, the promotion system. Defined goals and objectives instrument-cluster-based approaches of cooperation and competition. To ensure activities and effective development of instrument-making cluster formed its management system, which allows realization of cluster initiatives. Define the functions and tasks of the General meeting, the Board of cluster management organization instrument cluster.
