Abstract

Effective organization of the entire politico-managerial system being in charge of stability and progressive development of society can be ensured only by a balance between social-political and politico-bureaucratical assumptions. Social-political governance is more decentralized being based on the assumptions of selectiveness, in this sense it is more self-sufficient in its resolutions. But bureaucracy demands centralization. It is grounded on the premises of appointment and hierarchical subordination.

Эффективная организация всей политико-управленческой системы, отвечающей за стабильность и поступательное развитие общества, может быть обеспечена только сбалансированностью общественно-политических и политико-бюрократических начал. Общественно-политическое управление более децентрализовано, оно основано на началах выборности и в этом смысле наиболее самостоятельно в своих решениях. Бюрократия же требует централизации. Она базируется на началах назначения и иерархической подчиненности.
