The article, using a wide variety of local sources based on the materials of the Tambov and Ryazan provinces, reveals formation and practical activities of rural elders. The legislative base determined the power of a rural elder. Unlike the negative estimations of the activity of the given official prevailing in the domestic historiography, the author coherently proves the well-known independence of a rural elder and the role of this position in the act of the formation of country self-government in Russia, its legal grounds.

В статье на широком круге местных источников раскрывается становление и практическая деятельность сельских старост на материале Тамбовской и Рязанской губерний. Законодательная база определяла круг полномочий сельского начальника. В отличие от преобладающих в отечественной историографии негативных оценок деятельности данного должностного лица, автор последовательно доказывает известную самостоятельность сельского старосты, роль этой должности в деле становления крестьянского самоуправления в России, его правовых основ.
