Одноканальное финансирование как основной элемент модернизации обязательного медицинского страхования

Abstract

В статье проведен анализ мероприятий по осуществлению поэтапного перехода субъектов Российской Федерации к одноканальному финансированию, оценен экономический эффект перехода на оплату медицинской помощи по полному тарифу, а также порядок взаимодействия субъектов обязательного медицинского страхования и органов исполнительной власти в условиях перехода преимущественно к одноканальному финансированию. Показана целесообразность включения в систему обязательного медицинского страхования видов медицинской помощи, ранее финансируемых из средств бюджета субъекта Российской Федерации и местных бюджетов.

The paper deals with step transition of RF subjects to health care single-channel financing and collaboration frame of executive powers and obligatory medical insurance agencies under the transition. The paper also gives economic appraisal of fully-paid health care and claims it makes sense to include some earlier financed by RF federal and local budgets into obligatory medical insurance.
