Совершенствование государственного регулирования инфраструктуры национальной экономики

Abstract

Одним из существенных факторов, сдерживающих экономический рост в России, является недостаточный уровень развития инфраструктуры национальной экономики, поэтому в процессе государственного регулирования следует усилить стимулирование ее эффективного функционирования и инвестиционное обеспечение ее развития, учитывая тенденцию возрастания роли сферы инфраструктурных услуг в мировой экономике и международной конкуренции. В статье обосновывается, что необходимо формирование новой модели государственного регулирования инфраструктуры национальной экономики, предполагающей сочетание эффективного государственного надзора и государственного стимулирования с ростом участия частных инвестиций в создании инфраструктурных объектов и позволяющей улучшить инфраструктурное обеспечение национальной экономики, удешевить оказание инфраструктурных услуг. Предлагаются направления совершенствования бюджетно-налоговой и кредитно-денежной политики.

The paper shows that one of the major constraints to economic growth in Russia is the insufficient development of infrastructure in the national economy, that is why the process of state regulation should be strengthened to promote effective functioning and investment support for infrastructure development, bearing in mind the increasing role of infrastructure services in the world economy and international competition. The paper proves that it is necessary to form a new model of state regulation of the infrastructure of the national economy that involves the combination of efficient state supervision and state incentives in order to increase participation of private capital in infrastructure investments and improve infrastructure of the national economy as well as reduce the cost of providing infrastructure services. The author suggests ways to improve fiscal and monetary policy.
